If your site only has page rank 0, 1, or 2, you should run a link campaign to increase your backlinks. If your site has pagerank 3 and is competing well for specific terms, you should consider performing on page optimization. If you are still not ranking higher for the targeted terms, you should perform link building campaign to increase to pagerank 4 or 5.
To attain a certain pagerank, you will need a specific amount of backlinks. For example, if you want to achieve PR 4, you must have 560 PR 1 backlinks to your site. Although link building is time consuming, every webmaster should run continue to build links to their website from time to time. The higher the pagerank of the page which link to your site, the more valuable it is. Despite that, you should not try to obtain too many high page rank backlinks. You should vary the pagerank of the backlink so that it look natural to the search engine.
